Because according to construction debris removal much of the material in the Great Pacific Garbage Patch is not biodegradable, it accumulates. Many plastics, for example, do not wear out; instead, they break down into smaller and smaller pieces. For many people, the concept of a "garbage patch" brings up thoughts of a floating island of junk.
